Heat olive oil in a large pot over medium heat
Add beef cubes and brown on all sides, then remove and set aside
In the same pot, sauté onions, garlic, and bell pepper until softened
Stir in tomato sauce, beef broth, white wine, tomato paste, cumin, oregano, paprika, salt, and black pepper
Return the beef to the pot, add the bay leaf, and bring to a simmer
Cover and cook on low for about 1 ½ hours until the beef is tender
Add potatoes and green olives, then cook for another 20-25 minutes until the potatoes are soft
Remove the bay leaf and serve hot with rice
